BIS Certification

What is BIS Certification

BIS stands for the Bureau ofIndian Standards, the national standards body of India
established under the BIS Act, 2016. It sets product quality and safety standards and issues
certifications that allow manufacturers to legally sell those products in India.
A valid BIS Certificate does several things. It permits you to manufacture and sell the
product in India, allows you to use the ISI Mark or CRS R-Number on the product, builds
buyer confidence in domestic and export markets, qualifies your product for government
tenders and PSU supply contracts, and lets you list on e-commerce platforms that require
quality certification.
Operating without BIS Certification on a mandatory product is a criminal offence. Penalties
include a fine up to ₹2 lakh or twice the value of goods, imprisonment up to two years for
first offence and longer for repeat offences, and seizure of the goods. E-commerce
platforms like Amazon, Flipkart and Government e-Marketplace (GeM) also block listings
for mandatory products without a valid BIS number.

ISI Mark Certification (Scheme I)

The ISI Mark is the oldest and most widely recognised quality mark in India, issued under Scheme I of the BIS ConformityAssessment Regulations, 2018. It applies to a wide range of traditional product categories including cement, steel, food and packaged drinking water, electrical appliances, household products, automotive components, construction materials, and more. The licence is issued in Form V and the product carries the ISI Mark along with the licence number. ISI Mark Certification is the most common BIS service for UP manufacturers in cement, TMT bars and steel, packaged drinking water, electrical accessories, and traditional manufacturing categories.

CRS Registration (Compulsory Registration Scheme)

CRS is the scheme that covers electronics and IT goods. Under CRS, certain electronic products cannot be sold in India without a BIS registration. The output of a successful CRS application is the R-Number, which must be printed on every product and its packaging. CRS-covered products include mobile phones, laptops, tablets, power banks, LED lights and bulbs, LED TVs, set-top boxes, chargers and adapters, headphones and speakers, lithium-ion batteries, smartwatches, video surveillance cameras, and many other electronic items. The mandatory product list under CRS keeps expanding through new Quality Control Orders. Unlike ISI Mark which uses BIS-approved laboratories for testing under licence, CRS uses BIS-recognised laboratories for product testing, with the registration granted after the test report and documentation review.

FMCS (Foreign Manufacturers Certification Scheme)

FMCS is the scheme that allows foreign manufacturers to obtain ISI Mark Certification for products they want to export to India. Without FMCS, no foreign-made product covered under a mandatory ISI standard can be legally sold in India. We handle FMCS applications for select foreign manufacturers and Indian importers who source from overseas factories. The process involves the foreign factory inspection by BIS officers, product testing in BIS-approved laboratories, appointment of an Authorised Indian Representative, and compliance with the Indian Standard throughout the licence period.

BIS ECO Mark

The BIS ECO Mark is a certification for products that meet environment-friendly criteria as defined by BIS. It is voluntary and runs parallel to ISI Mark. ECO Mark covers product categories like packaging materials, paper, paints, soaps and detergents, plastic products and more. Manufacturers who want to differentiate their products as environment-friendly use ECO Mark to qualify for green procurement preferences in government tenders and to meet buyer requirements on sustainability.

How to Apply for BIS Certification Online

BIS applications are filed online through the BIS Manak Online portal (also known as the Manakonline portal). Here is how the process works.

Product Identification and Scheme Selection

We start with your product details — what you make or import, the relevant Indian Standard, and the applicable scheme. ISI Mark for traditional products, CRS for electronics, FMCS for foreign manufacturers, ECO Mark for environment-friendly products. Picking the right scheme is critical because the documentation and testing are scheme-specific.

Documentation Review

We verify your business documents, factory details, product specifications, manufacturing process and quality control infrastructure. Any gaps are fixed before application.

Application Filing on BIS Manak

The team opens your application on the BIS Manak portal and submits all documentation in the prescribed format. The application fee is paid online.

Sample Submission and Testing

You provide product samples that are tested at a BIS-approved or BIS-recognised laboratory. For ISI Mark, the lab is BIS-approved. For CRS, it is BIS-recognised. The test report typically takes 15 to 30 days depending on the product.

Factory Inspection (For ISI Mark)

For ISI Mark Certification, a BIS officer visits the factory to verify the manufacturing process, quality control setup, in-house testing facilities and compliance with the Indian Standard. CRS does not require factory inspection.

Review and Approval

BIS reviews the test report, inspection findings and documentation. Queries, if any, are addressed through the team. Once cleared, the certificate is issued.

Certificate Issuance

ISI Mark Certificate is issued in Form V with a licence number. CRS Registration produces an R-Number that must be printed on the product and packaging. The certificate is downloadable from the BIS Manak portal.

Validity and Renewal of BIS Certification

A BIS Certificate is generally issued for a duration ranging from one to five years, depending on the scheme and the product category. The duration is chosen at the time of application.

Renewal must be filed before expiry. Best practice is to start the renewal process 60 to 90 days before expiry to allow time for any updated testing, document verification or queries from BIS. Letting a licence lapse can lead to a fresh application cycle, which means longer timelines and higher costs.

For ISI Mark Certification, surveillance audits and market sample testing happen during the licence period. Any non-compliance can lead to suspension or cancellation.

Maintaining quality control and timely renewal are the two cornerstones of staying compliant.

Why BIS Applications Get Rejected

After handling BIS files across UP, the team has seen the same mistakes repeat. Sharing the most common ones so you avoid them.

The biggest reason for rejection is inadequate in-house testing infrastructure. ISI Mark requires the factory to have its own quality control setup with specified equipment. Many smaller units skip this and the application gets returned after factory inspection.

The second is wrong scheme selection — applying for ISI Mark when CRS is the correct scheme, or vice versa, especially for electronics products that look like household goods.
