What is an Electrical Licence and Who Issues It in UP?

The Electrical Licence in Uttar Pradesh is regulated under the Indian Electricity Rules and issued by the Electrical Safety Directorate, Office of the Electrical Inspector, Government ofUttar Pradesh. It is the legal authority that certifies an individual or firm is competent to handle live electrical work – a category considered hazardous, and therefore one where the State does not allow informal practice.

There are three principal categories the department issues to individuals and firms:

Wireman Permit

For technicians who carry out wiring, fitting and routine installation work on the ground

Supervisor's Certificate of Competency

For diploma or degree holders who supervise the wireman team and sign off on installations.

Electrical Contractor Licence

Issued to a firm or proprietor that wishes to take up electrical contracts; this requires both a supervisor and at least two wiremen on its rolls.

Electrical Wireman Permit in UP

The Wireman permit is issued to skilled technicians who execute wiring and installation work under a licensed supervisor. The eligibility is straightforward but, like the supervisor licence, has clauses that catch out-of-state applicants.

1. Qualification Required

The applicant must hold an ITI certificate in the Wireman or Electrician trade from a recognised Industrial Training Institute. NCVT and SCVT certificates are both accepted, provided the institute is on the approved list.

2. The State Rule for Wireman Applicants

For a Wireman permit in UP, both the Aadhaar card and the ITI certificate must be from Uttar Pradesh. Unlike the supervisor route - where degree holders get some flexibility - the wireman category is treated as a state-resident category with no equivalent relaxation. Applicants from other states who hold ITI certificates from their home state are not eligible for the UP Wireman permit even if they are currently working in UP.

If you are in this situation and serious about working in UP long-term, the workable path is to relocate, update your Aadhaar to a UP address through proper channels, and complete a UP ITI course or its equivalent.

3. Five-Year Experience Rule for Wiremen

The same five-year clock applies here. If your ITI certificate is more than five years old, you must submit an Experience Certificate covering the period from the date of completion of your ITI to the date of application. The certificate should come from an employer where electrical work was your main responsibility- preferably a contractor, MEP firm, factory maintenance department, or a registered electrical company.

A common mistake: applicants submit a one-page experience letter that simply says "Mr X worked with us as electrician." This often gets rejected. The certificate needs to clearly state the period (from-date and to-date), the nature of work, and the licence number of the employing contractor where applicable.

The Electrical Supervisor License allows professionals to supervise electrical work, ensure safety compliance, and manage electrical installation projects across Uttar Pradesh.

The Supervisor licence - formally called the Certificate of Competency (Supervisor) - is issued to applicants who hold a recognised electrical qualification. The State has framed specific rules around domicile, qualification origin, and recency of the qualification, which we explain below in the form they actually get applied.

1. Qualification Required

The applicant must hold either:

  • A Diploma in Electrical Engineering from a recognised polytechnic, or
  • A Degree (B.E. / B.Tech) in Electrical Engineering from a recognised university

Trades like Electronics, Mechanical, or unrelated diploma streams do not qualify for the supervisor certificate. We get this question often, and the answer has not changed - the qualification has to be in the electrical trade.

2. The Domicile and State-of-Qualification Rule (Important)

This is the clause most consultants miss out on, and the one that decides whether the file moves or returns. The rule applies differently to degree holders and diploma holders:

For Degree Holders (B.E. / B.Tech in Electrical): A degree from any state in India is acceptable in Uttar Pradesh. Even if your Aadhaar card is issued from another state - say Bihar, Jharkhand, Madhya Pradesh or Delhi -you can still apply for and obtain the UP Supervisor licence and work in the state. The degree from outside UP is not a bar.

For Diploma Holders: The rule is stricter. Both your Aadhaar card and your Diploma must be from Uttar Pradesh. A diploma from a polytechnic outside UP, or a UP diploma paired with an out-of-state Aadhaar, will not qualify the applicant for the Supervisor licence in this state. If you are in this situation, the practical route is to either update your Aadhaar to a UP address (with valid supporting documents) or look at the contractor route through a different qualifying member.

3. The Five-Year Experience Rule

If the date of issue of your Diploma or Degree is more than five years old, the application is incomplete without an additional document: an Experience Certificate from a company or employer, covering the period from the date your qualification was issued.

In simple terms - the Department wants to see what you did with the qualification after passing out. A diploma from 2015 sitting in a drawer with no work history attached to it raises a red flag. The experience certificate should ideally be on the employer's letterhead, signed and stamped, mentioning your designation, period of employment and nature of electrical work handled.

We always advise applicants to start collecting these certificates from the very first job, even if the role was junior. It is one of the most common reasons applications get sent back for re-submission.

For both Supervisor and Wireman applications, keep the following ready before you start the file:

For the Wireman Permit:

  • Aadhaar Card (UP-issued)
  • Recent passport-size photographs
  • High School (10th) certificate
  • Intermediate (12th) certificate
  • ITI / Wireman Trade certificate from a UP institute
  • Character Certificate from the ITI or institute last attended
  • Experience certificate - mandatory if ITI is older than 5 years
  • Application form and prescribed fee receipt

For the Supervisor Licence:

  • Aadhaar Card
  • PAN Card
  • Recent passport-size photographs
  • High School (10th) certificate
  • Intermediate (12th) certificate
  • Diploma or Degree certificate in Electrical (with all year-wise marksheets)
  • Character Certificate from the college or institute last attended
  • Experience certificate(s) - mandatory if qualification is older than 5 years
  • Application form, prescribed fee receipt, and affidavit (where applicable)

Application Process & Timeline

The process broadly involves preparation and verification of documents, online and physical submission to the office of the Electrical Inspector, fee deposit through the prescribed challan, an assessment or interview at the divisional office, and finally issuance of the certificate or permit.

Depending on the workload at the divisional office, district of application, and the completeness of the documents, the entire process typically takes anywhere between 30 and 60 working days.

Applications from Lucknow, Kanpur and the western UP zone tend to move faster than from far-eastern districts, simply because the divisional offices there process higher volumes.


Why Most Applications Get Rejected

Over the years we have seen repeated patterns in rejected files. Below are the most common issues applicants face during the approval process:

1. Aadhaar & Qualification State Mismatch

Mismatch between Aadhaar address and qualifying certificate state is the single biggest reason applications are rejected.

2. Missing Experience Certificate

If the qualification is older than 5 years, submitting only the degree or diploma is not enough. Experience proof becomes mandatory.

3. Invalid Experience Documentation

Experience certificates without the licence number of the issuing contractor often create doubts regarding document authenticity.

4. Improper Self-Attestation

Photocopies without proper self-attestation or with faded signatures are commonly returned for correction.

5. Non-Recognised Institute Qualification

Diplomas from non-AICTE or unrecognised institutes frequently become a ground for rejection, especially older private polytechnic qualifications.

6. Name Mismatch Across Documents

Differences in names across PAN Card, Aadhaar, certificates, or post-marriage documents are treated very strictly by the department.

Can I apply for an Electrical Supervisor Licence in UP if I have a B.Tech from another state?

Yes. A degree (B.E. / B.Tech in Electrical) from any state in India qualifies you, and your Aadhaar can also be from a different state. The cross-state restriction only applies to diploma holders.

Not directly. For diploma holders, both the Aadhaar and the Diploma must be from Uttar Pradesh. You would need to update your Aadhaar address to UP, but even after that, the diploma itself being from Bihar makes you ineligible under the current rule for the UP supervisor route via diploma. The realistic option for you is to apply through a degree route or look at alternative qualifying paths.

 You will need an experience certificate from your employer(s) covering the period from 2014 to the present, on company letterhead, signed and stamped, ideally with the licence number of the contractor mentioned. This is mandatory because your ITI is more than five years old.

The Supervisor’s Certificate of Competency is a state-level certificate. It is recognised in UP and accepted in many neighbouring states for limited purposes, but for legal supervisory work in another state, that state’s certificate is generally required.

No. The Contractor Licence requires the firm to have at least one valid Supervisor and a minimum of two licensed Wiremen on its rolls before the file is accepted.
